Your southbound goods may be eligible under the Tasmanian Freight Equalisation Scheme (TFES) if both of the following apply:
- they’re domestic goods manufactured on mainland Australia or imported goods manufactured in other countries
- you incurred and paid the freight costs to ship them to Tasmania.
Domestic goods
To be eligible under TFES as domestic goods, your goods must be either:
- raw materials or equipment you use in your manufacturing or mining activities
- material inputs, machinery, implements or equipment you use in your agriculture, forestry or fishing activities.
They must also have either:
- been produced or manufactured on mainland Australia
- if imported, have undergone a manufacturing process on mainland Australia.
Imported goods
To be eligible under TFES as imported goods, your goods must be either:
- raw materials or equipment you use in your manufacturing or mining activities
- material inputs, machinery, implements or equipment you use in your agriculture, forestry or fishing activities.
They must also be all of the following:
- shipped from mainland Australia to Tasmania on or after 1 July 2021
- shipped from mainland Australia to Tasmania within 6 months of the date of import to Australia
- have no Australian equivalent
- not listed on Schedule 1A of the TFES Ministerial Directions.

Goods that aren’t eligible
TFES only applies to eligible goods your business sends by sea.
Your goods won’t be eligible under TFES if they’re any of the following:
- grown or manufactured in Tasmania
- fuels and lubricants
- building and construction materials and equipment
- motor vehicles that you’ll register for use on public roads, this applies to manufacturing and mining industries only
- goods shipped as bulk cargo.
