Your northbound goods are eligible for the Tasmanian Freight Equalisation Scheme (TFES) if all of the following apply:
- they were grown or manufactured in Tasmania
- you incurred and paid the freight costs to ship them to mainland Australia
- they’re listed in Schedule 1 of the TFES Ministerial Directions.
You can find Schedule 1 in the Ministerial Directions on the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts website.
Your goods can be for either:
- the domestic market
- other markets.
Domestic market
To be eligible under TFES domestic market, your goods must be either:
- goods you intend to permanently use yourself
- goods you intend to sell.
If you don’t know if they’ll stay in Australia, you should claim these as other markets goods.
Other markets
To be eligible under TFES other markets, your goods must be transhipped on the Australian mainland before being transported to other markets.
Your goods are considered transhipped if they’re shipped from Tasmania to mainland Australia and offloaded from the ship and any of the following apply:
- they’re shipped outside Australia within 6 months, this can be on a separate voyage on the same ship or on a different ship
- they’re airfreighted outside Australia within 6 months
- you don’t know their final destination when you make your TFES claim
- they’re transported outside Australia more than 6 months after the date of their original shipment
- you don’t know what date they’ll be transported outside Australia when you make your TFES claim.
Goods that aren’t eligible
TFES only applies to eligible goods your business sends by sea. Your northbound goods won’t be eligible under TFES if they’re manufactured on mainland Australia or outside Australia. However, if they undergo a further manufacturing process in Tasmania, they may be eligible.
