Support at Home classifications
Care recipients need 2 assessments to work out their government funding for Support at Home:
- Older people will be assessed for Support at Home through the new Single Assessment System using the Integrated Assessment Tool.
- An Aged Care Calculation of cost of care to work out how much the recipient will pay towards their aged care costs.
When a care recipient starts care, you need to register the aged care entry record on the Aged Care Provider Portal (ACPP).
When care recipients complete the Support at Home - Calculation of your cost of care form we ask for their financial details. This helps us work out how much the care recipient will pay and how much you get.

Care recipients can complete the means assessment up to 120 days before they commence Support at Home. We’ll send your care recipient a letter advising them of their estimated contribution rate if an assessment has been completed.
When a care recipient has started care, we’ll send you and the care recipient a letter advising of their contribution rates based on their financial details.
Care recipient contributions
In general, 3 categories of care have contribution rates calculated. These categories of care are:
- Clinical: A care recipient will not be asked to contribute to this care category
- Independence: A moderate contribution rate is calculated
- Everyday living: A higher contribution rate is calculated.
A no worse off principle will apply to the contributions arrangements for people who, on 12 September 2024, were either receiving a package, on the National Priority System, or assessed as eligible for a package. This will be based on whether the care recipient was liable to pay an Income Tested Care Fee (ITCF) under home care fee calculations.
We work out the care recipient’s contribution rates, based on the financial details of the care recipient. We decide:
- if they’re eligible for the no worse off principle based on their approval date
- what their contribution rates will be for each care category.
We review contribution rates in real time. We’ll notify you and the care recipient of any changes.
