Providing home care

Home Care Packages Program provides aged care services to people in their own home. From 1 November, the Support at Home Program replaces the Home Care Packages Program.

Home care is for older Australians who need care services to remain living independently at home. The Australian Government funds home care through the Home Care Packages Program.

You can use the Aged Care Provider Portal (ACPP) to do business with us.

You can access the ACPP with an individual or organisation Provider Digital Access (PRODA) account. If you don’t have an account, register for PRODA online.

Submit a claim to us using either of these digital claiming channels:

  • Aged Care Provider Portal (ACPP).
  • Integrated business-to-government (B2G) software purchased through an independent software developer.

Support at Home Program from 1 November 2025

From 1 November 2025, the Support at Home Program replaces the Home Care Packages Program and Short-Term Restorative Care Programme.

This new program will help older people remain in their homes and communities longer. Under Support at Home, each person is allocated funding based on their classification and level. A care recipient’s budget is made up of government funding and care recipient contributions determined by their financial situation.

Quarterly budgets will be released in July, October, January, and April. Unspent funds up to $1,000 or 10% can carry over, and 10% of the budget will be kept for care management activities.

Support at Home claims can only include services that have already been delivered. Once we have approved a claim, you can submit another claim immediately.

If you are a home care provider, you must submit your final Home Care Package claim, including reporting any unspent funds, before you transition to Support at Home claiming. Your final claim, for the October period, can be submitted in November. If completed by 30 November, you’ll be able to submit Support at Home claims from 1 December 2025.

You’ll need to establish new agreements or vary existing service agreements for your transitioning Home Care Package recipients.

From 1 October, you can provide current Home Care Package recipients an estimate of their contribution rates under Support at Home. The estimated rates will be available in the Aged Care Provider Portal until 31 October 2025. These rates are indicative only and are based on information held by us on 26 September 2025.

Care recipients can choose to wait for their actual Support at Home contribution rate determination before entering into a Service Agreement.
