Bulk Billing Practice Incentive Program

The Bulk Billing Practice Incentive Program (BBPIP) supports practices and GPs to provide bulk billed care.

Register for BBPIP as a practice

To register for BBPIP as a practice, you need to log in to PRODA to access HPOS on behalf of your organisation. In your Organisation Site Record on the Organisation Register:

  1. Select the Program Registration tab.
  2. Select New Program.
  3. Select MyMedicare BBPIP.
  4. Select Add Program and then OK.
  5. Enter the Registration Start Date. This is the date from which your practice will be assessed for BBPIP.
  6. Review details on the view only screen.
  7. Check declaration and select Save.

Participate in BBPIP as a provider

To participate in BBPIP as a provider, make sure your Medicare Provider Number is:

  • linked to a participating Medicare Bulk Billing Practice
  • used only for that Medicare Bulk Billing Practice
  • not an Urgent Care Clinic provider number.

You’ll need to update your provider bank details for MyMedicare Incentives to be paid for BBPIP.

On the HPOS home page:

  1. Select the My banking tile.
  2. Select Add for the MyMedicare Incentives program.
  3. Enter your details and submit.

Manage BBPIP

Practices and providers can forecast and review assessments and payment history in HPOS. Practices can also opt out and opt back in to BBPIP.

An eligibility forecast is a point-in-time assessment based on available data at that moment and may change as data updates. It does not confirm final eligibility or payment for the quarter.

A forecast assessment for the current quarterly period can be run once per day per organisation site by:

  • practice staff
  • a provider
  • Services Australia.

Only the most recent forecast will be visible in HPOS.

On the HPOS home page:

  1. Select the My programs tile.
  2. Select the MyMedicare tile.
  3. Select the View Payment Eligibility tile.
  4. Select the Forecast assessment tab.
  5. From the Incentive type drop-down list, select Bulk Billing Practice Incentive Program.
  6. If you’re in HPOS as an organisation, select your Organisation site in the drop-down list. If you’re in HPOS as an individual, select your Medicare Provider Number in the drop-down list.
  7. Select the Forecast button. The forecast should be available immediately, however, in some cases this may take longer to process (up to 1 hour).

If no previous forecasts exist, view it in search assessments.

If a previous forecast exists, you’ll be taken directly to it and can request a new forecast from that screen.

Practices and providers can search for forecasts and assessments used for final payment determinations.

On the HPOS home page:

  1. Select the My programs tile.
  2. Select the MyMedicare tile.
  3. Select the View Payment Eligibility tile.
  4. Select the Search assessments tab.
  5. From the Incentive type drop-down list, select Bulk Billing Practice Incentive Program.
  6. If you’re in HPOS as an organisation, select your Organisation site in the drop-down list. If you’re in HPOS as an individual, select your Medicare Provider Number in the drop-down list.
  7. Select from Financial quarter one or more periods or leave this blank to see all eligibility assessments.
  8. Select the Search button.
  9. Select View forecast on the relevant search result for a forecast assessment.
  10. Select View assessment on the relevant search result for a final assessment.

Practices and providers can review the details of BBPIP incentive payments.

On the HPOS home page:

  1. Select the My programs tile.
  2. Select the MyMedicare tile.
  3. Select the Search Payment History tile.
  4. From the Incentive type drop-down list, select Bulk Billing Practice Incentive Program.
  5. If you’re in HPOS as an organisation you can either select Organisation site or Payment ID. If you’re in HPOS as an individual select Medicare Provider Number or Payment ID.
  6. Select More search options.
  7. Select the Search button. The search results will display summary information for each payment.
  8. Select View details on the relevant row in the search results to display the payment details.
  9. Select Download payment advice (PDF) if you want to save a copy of the Payment advice letter.
  10. Select View details to access the service details, used to calculate the payment.

A practice can opt out of BBPIP at any time. It’s possible to have several opt out periods. These opt out periods may affect payments to the practice and providers.

In your Organisation Site Record on the Organisation Register:

  1. Select the Program Registration tab.
  2. Select Details in the Action column for MyMedicare BBPIP.
  3. Select OK.
  4. Select Opt out.
  5. Check declaration and select OK.
  6. Review details on the view only screen.
  7. Check declaration and select Save.

If your practice is currently opted out of BBPIP, you may opt back in at any time.

In your Organisation Site Record on the Organisation Register:

  1. Select the Program Registration tab.
  2. Select Details in the Action column for MyMedicare BBPIP.
  3. Select OK.
  4. Select Opt in.
  5. Check declaration and select OK.
  6. Review details on the view only screen.
  7. Check declaration and select Save.
