About the Bulk Billing Practice Incentive Program

From 1 November 2025, the Bulk Billing Practice Incentive Program (BBPIP) supports practices and GPs to provide bulk billed care.

Participating practices that meet the eligibility criteria can get an additional 12.5% incentive payment on every dollar of MBS benefit earned from eligible services through BBPIP.

To participate, practices must be eligible, registered for MyMedicare and have added BBPIP as a program in the Organisation Register. All providers are required to be linked to their BBPIP-registered practice.

The incentive payment will be distributed equally between the practice and provider.

Participation in BBPIP is voluntary. Practices can opt out and opt in at any time noting that this may impact incentive payments.

Bulk billing eligible services

Practices and providers need to bulk bill all eligible services to meet the eligibility requirements for BBPIP. Only eligible services contribute to BBPIP incentive payments.

Bulk billing incentive payments

Eligibility for the BBPIP incentive payment is assessed quarterly. Payments are based on eligible MBS item billing in that quarter.

Incentive payments are made directly to the bank account details recorded in the Organisation Register for eligible practices and in HPOS for eligible providers. Bulk billing practice advertising

You must advertise your practice’s participation as a Medicare Bulk Billing Practice on the Healthdirect Australia’s National Health Services Directory. Find out how to register or update BBPIP details on the Department of Health, Disability and Ageing website.

You also need to display Medicare Bulk Billing Practice signage in your practice. Some exemptions apply. Find out more about signage requirements on the Department of Health, Disability and Ageing website.
