The Australian Government funds home care through the Home Care Packages Program. It provides aged care services to people in their own home.
Your clients can now complete their aged care means assessments using a digital form. Please tell your clients to fill out the Aged Care Calculation of your cost of care form online and print, sign and send it.
Care recipients need at least the following 2 assessments to access a government sponsored home care package:
- an Aged Care Assessment Team (ACAT) assessment to learn the care recipient’s needs, and recommends and approves suitable services, for Home Care level 1, level 2, level 3 or level 4
- an Aged Care Calculation of your cost of care (SA486) form that works out the amount of fees payable.
For an approved provider to claim subsidies, a care recipient also needs a home care package assigned by the Department of Health. Read more about discussing the assessment and approval process with clients on the Department of Health website.
You can also use the Aged Care Entry Record form – AC021 form to tell us if they:
- have entered permanent residential care
- are receiving a Home Care Package.
How we calculate fees for home care
Basic daily fee
Up until 30 June 2019, this fee was 17.5% of the single person rate of the basic age pension. This amount applied even if your client was a member of a couple.
From 1 July 2019, the basic daily fee will be based on the client’s home care package level - level 1, 2, 3 or 4. The basic daily fee at each level is valid from the same date as the assigned package.
Income tested care fee
We ask your clients for income details to work out how much they can pay for their home care. We review this every 3 months.
Clients who don’t provide income details will pay maximum fees for their home care up to the cap.
This fee is listed on their monthly home care package individualised budget and monthly statement.
The first fee notice they get is be valid for 120 days unless there’s a change in their circumstances.
This fee can change over time if their income changes, or due to indexation.
If your client is having trouble paying care costs, or are in financial hardship, they may be eligible for financial hardship assistance.
You may get a hardship supplement on the care recipient's behalf to help cover their care costs.
